Measurement framework
Indicators should be selected with local partners and adapted to the clinical scope, context, and maturity of each program.
Reporting principles
Impact reporting should explain what changed, for whom, over what period, compared with what baseline, and with what limitations.
Separate activity from outcome. A surgery count is not the same as a safe, sustained visual outcome.
Show denominators. Rates and percentages need clear underlying totals.
Report limitations. Missing follow-up or incomplete data should be visible.
Protect privacy. Patient stories require consent and should never expose unnecessary personal information.
